PE - call for tender for expertise on internal market and consumers

The European Parliament decided to establish a multiple Framework Service Contract for service provision of external expertise on regulatory and policy issues in the fields of internal market, digital single market, public procurement, customs union and consumer policy.
The total duration of the contract shall be maximum 4 years and the total consulting budget is estimated to be EUR 2,000,000 for all lots over the total duration.
In order to facilitate the best possible expert advice on each of the topics, the contract is tendered in the following six lots:
- Lot 1: Internal Market
- Lot 2: Digital Single Market
- Lot 3: Public procurement
- Lot 4: Customs Union
- Lot 5: Consumer policy: economic aspects, functioning of markets
- Lot 6: Legal aspects of consumer policy
The Framework Service Contract is intended to support the work of the Committee on the Internal Market and Consumer Protection (IMCO) in the European Parliament by enabling it to order written expertise as well as workshops in the areas of competence of the IMCO Committee.
The European Parliament seeks independent expert advice on a variety of current and emerging issues connected to its work. Management of the expertise budgets would be carried out at the level of policy departments and committee secretariats.
The system aims at providing flexibility and autonomy for Committees, making technical and scientific expertise rapidly available when needed, and increases the utility of this expertise to Members in their everyday political work. It shall also provide the European Parliament with a long-term perspective in their political work.
